You can only access BD in a mission. Since there is a mission called Sweet Dreams where if you're foolhardy enough to buy the BD then you're supposed to be able to view it. Of course the only way to view it is by using the mission giver's wreath, so I guess technically it is mission-oriented., You can't. That's the issue mainly.
